The Statute for the WACA

The founding member cities of the World Administrative Cities Association, together at the Inaugural Congress held on September 5th 2018 in Ankara, Turkey,
Recognizing the need for a new global network of administrative cities, as a space to share experiences and knowledge, and as a means to strengthen mutual solidarity and prosperity,
Recalling the 2017 World Administrative Forum held in Sejong city and the commitment made at the same occasion to seek and pursue common action to pressing challenges faced by administrative cities worldwide, such as decentralization, environmental problems and financial independence,
Emphasizing that active and decentralized city governance is key to balanced and sustainable development and growth of any nation,
Reaffirming the importance of creating a strong international and intergovernmental partnership for fostering citizen-centered administrative capitals and cities,
Have agreed to establish the World Administrative Cities Associations follows:
Name, Legal Status and Mission
The World Administrative Cities Association (hereinafter referred to as the “WACA”), shall be a non-profit international organization of world administrative capitals, cities, and their related partner cities and organizations.
Its mission shall be to foster solidarity and prosperity between world administrative cities, by promoting the sharing of knowledge, experiences, information, and intelligence relating to the planning, construction, development, and management of administrative cities.
The WACA, in pursuance of the above mission, shall perform the following tasks:
Categories of Membership
The WACA consists of the following categories of members:
Official Members and Associate Members may pay a membership fee. General Assembly, in consultation with the Executive Board, shall determine the respective membership fee for each member.
The membership fees Official Members shall take the following factors into consideration:
The membership fees for Associate Members shall be a fixed amount for a financial year.
The formula for determining membership fees shall be shared with WACA members, at the same time they are sent a claim for payment.
Admission and Withdrawal
Application forms for membership shall be submitted to the Secretariat, and decided by the Executive Board at their succeeding meeting. Applicants must comply with the relevant requirements and undertake to support the WACA mission.
Members that wish to withdraw from the Association must submit a written notice to the Secretariat, and withdrawal shall take effect on the date that the Secretary-General reports the city’s withdrawal to the Executive Board.

The General Assembly is the highest-level decision-making body of the WACA. It shall have the overall responsibility and power to decide on management and directions of the Association. In particular, the General Assembly shall:
The General Assembly shall be composed of all WACA members, and shall be convened biennially at the WACA Congress. Each Assembly shall be chaired by the President of the WACA, and only Official Members and Associate Members shall have voting rights.
Official Members shall have two votes each, while Associate Members shall have one vote each. Decisions shall be made by a majority vote.
The Executive Board is the main body of administrative and financial governance. Specifically, the Executive Board shall:
The Executive Board shall be composed of:
Executive Board meetings shall be held annually, and chaired by the President city. The meeting for the year without a Congress may be suspended to the following year or replaced by an online meeting if consented by more than half of the Board. Each Executive Board member shall have one vote, excluding the Secretary-General. In case of a tie, a second ballot will be made.
The President city shall be elected by General Assembly for 2 years and shall serve until approval of the next President City and will be eligible to serve one (1) additional term.
The President city shall be automatically appointed as the host city of General Assembly.
The Secretariat is the executive body of the WACA, pursuing the decisions made at the General Assembly and the Executive Board meeting. Specifically, the Secretariat shall:
The Secretariat shall be established in Sejong city, Republic of Korea. The Secretary- General shall be appointed by the Executive Board, and shall serve a two-year term with the possibility of being reappointed.
This statute and the overall Association shall be guided by the principles of international law, and shall not be applied to contradict the legal provisions of any member city.
Revisions to the Statute
Any revisions to the Statute shall require a proposal from the Executive Board, and be decided by a majority vote through the General Assembly.
The official language of the WACA shall be English. Any addition or revision to the official language shall be proposed by the Executive Board and decided by the General Assembly.
Entry into Force
This Statute shall come into force upon approval of the Inaugural Congress held in September, 2018 in Ankara.
